Questions buyers ask first
What does “off-plan” mean?
You buy directly from the developer before or during construction, usually at a lower price than the finished unit, and pay in stages tied to construction progress or time.
Can I buy without being in Dubai?
Yes. Reservation, SPA signing and payments can all be done remotely. I handle the paperwork and keep you updated at every milestone.
What's the minimum I need to start?
Most launches need a 10–20% deposit plus the 4% DLD fee at booking. On a AED 1.5M unit that's roughly AED 210k–360k up front.
Does buying property give me residency?
Property worth AED 2M or more can qualify for a 10-year Golden Visa, including off-plan in many cases. Eligibility rules change, so I confirm the current criteria for your specific unit.
How do you reduce developer risk?
I shortlist developers with a delivery track record, and every payment goes into a RERA-regulated escrow account tied to the project.
Can I sell before handover?
Often, yes — once you've paid the percentage the developer requires (commonly 30–40%). I'll tell you each project's rule before you reserve.

Yas Riva Reserve is Aldar's newest gated villa address on Yas Island, set on the island's calmer north-east shore beside Yas Acres. When will prices be released?
Inland pricing starts at AED 7.9M. Canal-front prices and the full floor plan pack go to registered buyers before public launch — register and you'll get them the day they're out.
Does an EOI commit me to buy?
No. An EOI holds your place in the allocation queue. If you don't proceed it's refundable under the developer's terms, which I'll confirm to you in writing before you pay anything.
Can foreigners buy here?
Yes. Yas Island is a designated investment zone, so all nationalities can buy freehold.
What's the difference between inland and canal-front?
Inland villas are arranged around the parks; canal-front villas open onto the water with the option of a private pontoon. There are only 45 canal plots, and they're the ones that go first.
Are the villas handed over finished?
Yes, fully finished, with a light or dark interior scheme to choose from.

The Bloom is a townhouse, The Rise a maisonette, and The Dune and The Sol are detached villas with private pools. All four have private lifts, maid's quarters and covered garages.
Is the lagoon actually swimmable?
Yes — it's a crystal lagoon, filtered for swimming, with sand edges and space for paddleboards and kayaks.

Also not released. The villas at Lunaya are on a 40/60 plan, so expect something in that range, but I won't quote you a plan until it's official.
How is this different from Lunaya?
Same community, different product. Lunaya is 500 townhouses, maisonettes, duets and villas from €1.19M; the Terraces are 1–3 bed apartments from AED 2.2M.
Do apartment owners use the community amenities?
Yes — the gardens, pools and F&B are part of the masterplan the Terraces sit inside.

What does the 25/75 plan mean in cash terms?
On a 4-bed at AED 8.7M, roughly AED 2.2M spread across construction to 2031 and the rest at handover, plus the 2% ADREC fee at purchase.
Handover is 2031 — is that normal?
It's long for the UAE, and it's the trade-off here: a whole district gets built around the homes. It suits buyers holding for capital growth more than anyone needing to move in soon.
What's the difference between Wadeem Gardens and Wadeem Villas?
Two neighbourhoods in the same masterplan. Gardens sits on the eastern side closer to the arena and the spine; Villas occupies the larger western plots.
Can foreigners buy on Hudayriyat?
Yes — it's a designated investment zone, so freehold ownership is open to all nationalities.
Is the spine really climate-controlled end to end?
That's how it's presented: 2.3 km of covered, cooled walkway linking the district's parts. I'll confirm the details with the technical pack.

Buttons that open WhatsApp, Instagram, your email client or your phone dialler hand you over to those apps and services, which apply their own cookie and privacy policies. Nothing is placed on your device by this site in the process.
4. If this changes
If advertising begins and a Meta pixel or an analytics tool is added, three things happen before it runs: this page is updated to list the specific cookie, its purpose and its lifespan; a consent banner appears for visitors in the EEA and the UK; and nothing non-essential loads until consent is given. Consent will be as easy to refuse as to accept, and as easy to withdraw later.
5. Controlling cookies yourself
Although this site sets none, you can manage cookies from other sites in your browser settings — Chrome, Safari, Firefox and Edge all offer per-site controls, private browsing, and a way to clear existing cookies. Blocking cookies entirely will not affect anything on this site.

Nothing here is financial, tax or legal advice, and no returns are promised. Confirm every figure in writing before you commit money.
1. Who operates this site
This website is operated by Ameen Rafay, a real estate broker registered with the Dubai Land Department under Broker Registration Number 91363, associated with mineola Real Estate, Dubai, United Arab Emirates. Contact: ameen@mineola-uae.com, +971 54 249 2929.
2. Nothing here is an offer
Every project page is promotional material describing a third-party developer's product. It is not an offer, an invitation to treat, or a contract. A binding agreement exists only when you sign a reservation form or sale and purchase agreement issued by the developer, and pay in accordance with it.
3. Accuracy of information
Prices, payment plans, unit counts, plot and built-up areas, floor plans, amenity lists, handover dates and availability are supplied by developers and their agents. They change frequently and without notice, and units shown as available may be sold by the time you enquire. Areas are approximate and may be measured differently between documents.
Renders and images are artists' impressions issued by developers. They show an intended design, not the finished building, and details such as finishes, landscaping, furniture and views may differ on completion. Furniture shown is usually not included.
Information is presented in good faith and believed correct when published, but is not warranted. Always verify against the developer's current official documents before acting.
4. No investment, tax or legal advice
Content on this site — including any figures about rental yields, capital growth, deposits, fees or residency — is general information, not personal advice. It takes no account of your circumstances, objectives or risk tolerance.
Property values and rents can fall as well as rise. Off-plan purchases carry additional risks, including construction delay, design change, and the developer failing to complete. No return is guaranteed by me, by mineola Real Estate, or by any developer, and any figure describing past or expected performance is not a promise of future results. Take independent financial, tax and legal advice before committing.
5. Residency and eligibility
References to the Golden Visa or other residency routes describe published rules at the time of writing. Eligibility criteria, thresholds and processing are set by UAE authorities and change from time to time. Nothing here guarantees that a purchase will result in a visa being granted.
6. Enquiries and your information
When you submit a form or message me, you confirm the details are yours and accurate, and you agree I may contact you about property. Submitting a form creates no obligation on either side — you owe nothing, and I make no commitment to secure a particular unit. How your data is handled is set out in the privacy policy.
Registering interest in a launch does not reserve a unit or hold a price. Allocation is the developer's decision.
7. Agency and fees
On off-plan launches, commission is paid by the developer, not by the buyer, unless separately agreed in writing before any work begins. Government charges — including the Dubai Land Department transfer fee, the Abu Dhabi Real Estate Centre registration fee, and administrative or Oqood charges — are payable by the buyer at the rates in force on the day.
8. Intellectual property
The text, layout and design of this site belong to its operator. Project renders, floor plans, logos and brand names belong to the respective developers and are reproduced for the purpose of marketing their projects. Developer names are their trade marks and appear for identification only; their use does not imply endorsement of this site.
You may view, download and print pages for your own use in considering a purchase. You may not republish, resell, or systematically extract content without written permission.
9. Third-party links
Links to WhatsApp, Instagram, developer sites or regulators are provided for convenience. Their content and practices are outside my control, and their inclusion is not an endorsement.
10. Availability of the site
The site is provided as is. It may be unavailable, interrupted or changed at any time without notice. Reasonable care is taken to keep it secure, but no guarantee is given that it is free of errors or harmful components.
11. Liability
To the fullest extent permitted by law, no liability is accepted for loss or damage arising from reliance on information on this site, from its unavailability, or from any decision to buy or not to buy a property. Nothing in these terms limits liability for fraud, fraudulent misrepresentation, death or personal injury caused by negligence, or any liability that cannot lawfully be excluded.
Consumers keep their statutory rights. Nothing here affects rights you have under the consumer protection laws of your own country.
12. Advertising permits
Property advertising in Dubai requires a Trakheesi permit, and in Abu Dhabi an ADREC permit, where applicable. Where a listing is promoted through paid advertising, the relevant permit number is displayed with it.
13. Governing law
These terms are governed by the laws of the Emirate of Dubai and the federal laws of the United Arab Emirates, and the courts of Dubai have jurisdiction. If you are a consumer in the EEA, the UK, Canada or Australia, this does not deprive you of the protection of mandatory consumer rules in your country of residence, or of the right to bring proceedings there where your local law allows.
14. Changes to these terms
These terms may be updated; the date at the top shows when they last were. Continuing to use the site after a change means you accept the revised version.

2. What this site collects
Information you give me
The forms on this site ask for your name, phone number and email address, and — on a project page — the layout and budget band you are interested in and why you are buying. When you press send, those details are transmitted to the form service run by this site's hosting provider, stored in my account there and emailed to me. You are also offered a WhatsApp link so you can carry on the conversation straight away; if you use it, your phone number reaches me through WhatsApp as well.
The same applies if you call, email or message me directly without using a form.
During our conversation you may also share your nationality and country of residence, your timeline, financing arrangements, and identification documents required for a reservation.
Information collected automatically
The company hosting this website keeps standard server logs, which typically include your IP address, browser type, the pages requested and the date and time. These logs exist for security and reliability and are not used to profile you or build an advertising audience.
Cookies and tracking
This site sets no cookies, uses no analytics and carries no advertising pixel. There is no consent banner because there is nothing to consent to. If that changes — for example if a Meta pixel is added to support advertising — this policy will be updated first and a consent mechanism will be shown to visitors in the EEA and the UK before any such tracker runs.

Where consent is the basis, you can withdraw it at any time by replying "stop" to any message or emailing me. Withdrawal does not affect anything done before you withdrew.
4. Who your data is shared with
Property developers — only when you ask me to register your interest or reserve a unit. Developers are separate controllers and apply their own privacy policies.
mineola Real Estate — the brokerage I am associated with, for transaction administration and regulatory record-keeping.
Service providers — the website host, which also receives and stores form submissions on my behalf; my email provider; and WhatsApp (Meta Platforms), which carries messages under its own privacy policy. These act as processors under my instructions.
Authorities — the Dubai Land Department, the Abu Dhabi Real Estate Centre, or other regulators, where the law requires it.
I do not sell personal information, and I do not share it for cross-context behavioural advertising.
5. International transfers
I am based in the United Arab Emirates, so if you contact me from the EEA, the UK, Canada, Australia or the United States, your data will be transferred outside your country. The UAE has not received an adequacy decision from the European Commission or the UK government.
Where that transfer is necessary to take steps you have requested before entering a contract, or where you have explicitly consented after being told of the risks, the transfer relies on those grounds (UK and EU GDPR Articles 49(1)(a) and 49(1)(b)). Where standard contractual clauses are appropriate, I put them in place with the relevant party.
6. How long it is kept
Enquiries that do not proceed — up to 24 months from our last contact, then deleted.
Completed transactions — for the period required by UAE brokerage and anti-money-laundering rules, currently five years from the end of the business relationship.
Marketing consent records — for as long as you remain subscribed, plus a short period afterwards to honour your opt-out.
Server logs — kept briefly by the hosting provider under its own retention schedule.
7. Your rights
If you are in the EEA or the United Kingdom
You have the right to access your data, correct it, have it erased, restrict or object to how it is used, receive it in a portable format, and withdraw consent. You also have the right not to be subject to decisions based solely on automated processing — I make none.
You can complain to your national supervisory authority. In the UK that is the Information Commissioner's Office (ico.org.uk); in the EEA it is the authority in the country where you live or work.
If you are in the United States
Residents of California, Colorado, Connecticut, Virginia and other states with comprehensive privacy laws may request access to the personal information held about them, request its deletion or correction, and obtain details of the categories collected, the sources, the purposes and the parties it was disclosed to.
I do not sell personal information or share it for cross-context behavioural advertising, including the personal information of anyone under 16, so there is nothing to opt out of on that front. You will never be treated differently for exercising a privacy right. You may use an authorised agent, and I may ask for proof of their authority.
If you are in Canada
Under PIPEDA and equivalent provincial laws, you may ask what personal information is held about you, how it is used and who it has been disclosed to, and ask for corrections. You can withdraw consent, subject to legal and contractual limits, and complain to the Office of the Privacy Commissioner of Canada (priv.gc.ca).
If you are in Australia
Under the Privacy Act 1988 and the Australian Privacy Principles, you may request access to your personal information and ask for it to be corrected. You may also deal with me anonymously or under a pseudonym where that is practical — though not once a reservation requires identification.
If you are unhappy with how a request was handled, complain to me first at the email above; I will respond within 30 days. You can then escalate to the Office of the Australian Information Commissioner (oaic.gov.au).
Making a request
Email ameen@mineola-uae.com with what you want done. I will verify your identity, usually by confirming details already held, and respond within 30 days — or 45 days for requests under US state laws, extendable once where the law allows. Requests are free unless they are manifestly unfounded or excessive.
8. Marketing messages
I send price lists and launch updates only to people who asked for them. Every message includes a way to stop, and replying "stop" is enough. I do not add enquiry contacts to bulk mailing lists, and I do not buy or rent contact data.
9. Security
The website is served over HTTPS. Messages travel through WhatsApp's end-to-end encryption, and email is protected in transit by my provider. Documents shared during a transaction are held in access-controlled storage. No system is perfectly secure, so please do not send identification documents or payment details over unsecured channels without agreeing the method with me first.
10. Children
This website and my services are for adults. I do not knowingly collect personal information from anyone under 18. If you believe a child has sent me information, email me and I will delete it.
11. Changes to this policy
If this policy changes, the date at the top changes with it. Material changes — a new tracker, a new category of recipient — will be summarised here so you can see what moved.

I'm Ameen Rafay.
I work with investors buying off-plan across Dubai and Abu Dhabi. Most of what I handle sits around Yas Island, Al Barari, Dubai Creek Harbour and Dubai South.
Off-plan is a timing trade. The first allocation out of a release is priced and structured better than the identical unit sold three weeks later. My job is to have you in position before that window opens, with the figures already in front of you, so the decision comes down to arithmetic rather than instinct.
You won't get a mailing list of 400 projects from me. You get a short call and a straight read on whether off-plan actually fits what you're trying to do.

How I work
Three things that decide whether an off-plan buy goes well

In before the public
Allocations reach brokers before a project is announced. On the list early, you see the price list and the payment plan while the inventory is still whole — not after launch day has taken the best units off the board.
ii.
Developers who deliver
Aldar, Emaar, Meraas and others with a record of handing over what they sold. Off-plan risk is mostly developer risk, so the shortlist starts with who is building it, not with how good the render looks.
iii.
Reservation through to keys
Booking, structuring the payment plan, contracts, handover. Most of my buyers sit outside the UAE and never need to fly in to complete.
